What is the QSAC?

Quality Single Accountability Continuum (QSAC)

The Quality Single Accountability Continuum (QSAC) is the Department of Education’s monitoring and evaluation system for public school districts. The system shifts the monitoring and evaluation focus from compliance to assistance, capacity-building and improvement. It is a single comprehensive accountability system that consolidates and incorporates the monitoring requirements of applicable state laws and programs and complements federally required improvements. The system focuses on monitoring and evaluating school districts in five key components that, based on research, have been identified to be key factors in effective school districts. The key factors to be examined and evaluated are Operations, Instruction & Program, Governance, Fiscal Management and Personnel.


Okay, now in the language that real people speak. The QSAC is the instrument or monitoring tool that is used to insure that school districts follow the Law. It is a Standardized Test for school districts. The QSAC is a friend to parents, students, community and school when taken seriously, completed properly and in a timely manner. When administered properly it assures that all children get a Thorough and Efficient Education as promised by the State of New Jersey and the United States of America.

Updated QSAC -  Still under examination: Since this document was prepared there have been new discoveries and decisions pertaining to implementation - The QSAC now Focuses on schools and not districts. It Focuses on student achievement.
